To make the cheese sauce, melt the butter in a pan over a medium heat. Add the flour and beat vigorously with a wooden spoon to a smooth paste. Take off the heat and then gradually add the milk, whisking constantly. Put the pan back over a medium heat, add the mustard, season with salt and pepper and whisk frequently to stop the sauce clumping on the bottom of the pan. Once the sauce thickens, take it off the heat. Add the cheese and chives and taste for seasoning.
