Last year former BBC England director Peter Salmon spent £285.31 on two taxis, and in 2007 it emerged that BBC creative director Alan Yentob had received £27,000 in expenses claims over three years.
A BBC spokesman said: “With the financial challenges the BBC is facing, it’s more important than ever to get maximum value from every penny of the licence fee.
"These proposals will help create a simpler, more efficient BBC while ensuring staff are not out of pocket for the essential costs incurred in doing their jobs.”
There will be a consultation period with staff and the unions before the new rules are introduced, with bosses hoping to have them in place by early next year.
Other changes that have been proposed include reducing the maximum taxi journey allowed from 40 to 25 miles, and tighter rules are to be introduced around car mileage, air travel, and hotels.
A time limit of three months will also be placed on all claims.
