London’s housing market may have to absorb a substantial financial burden as a recent study predicts that loft conversions – a popular way of extending homes upward amid soaring house prices – will require extensive retrofitting to remain livable in a warming climate.
Scale of the challenge
The report, produced jointly by Sir Sadiq Khan and London Councils, estimates that the capital could face climate‑related damage costing up to £36 billion a year by the 2050s. More than half of homes across Britain already show a risk of overheating, and the analysis warns that, without adaptation, a high‑emissions scenario leading to a 2 °C rise by 2050 could generate as many as 10,000 excess heat‑related deaths in the United Kingdom.
Recent heatwaves have underscored the urgency. The May and June events alone are thought to have claimed 1,000 lives in London, with indoor overheating identified as the primary exposure behind most premature deaths and illness.
Loft conversions in focus
Loft conversions have been singled out by City Hall as a priority for overheating mitigation. While double‑glazed windows improve winter efficiency, they can also trap heat during summer, leaving occupants uncomfortable. The study notes that 92 per cent of residents in all existing homes are affected by heat risk, making retrofitting essential.

Potential retrofit solutions
Suggested measures include installing shutters, ceiling fans, external shading devices, and solar‑controlled window films. Improved ventilation systems, such as secure purge ventilation that quickly expels warm air and pollutants, are also recommended. In some cases, active cooling or air‑conditioning may be required, alongside insulation designed specifically to reduce overheating.
The report proposes that loft conversions be incorporated into a broader programme targeting the city’s highest‑risk dwellings.
International parallels
Toronto and New York have already reported overheating problems in converted apartments, prompting local authorities to consider shading and ventilation upgrades. London’s findings echo these experiences, highlighting a global trend as cities confront hotter summers.
Transport sector response
In a related development, the new Piccadilly line trains will feature air‑conditioning, a move that has attracted criticism over delays. Transport for London has been urged to speed up the rollout of air‑conditioning upgrades across its network.
"We must create cooler homes and buildings, greener and shadier neighbourhoods, and infrastructure that can withstand a hotter climate," Sir Sadiq Khan stressed.
