But for a Prime Minister who set up the “nudge” unit in Government to alter behaviour, his stance is baffling.
Apparently he thinks there are “more effective ways of tackling this issue than putting a tax on sugar” although we have yet to hear what they are.
It’s not as if this Government is afraid of putting taxes up: it slapped a £3 billion-a-year payroll tax on businesses to pay for apprentices last week.
And there’s nothing to stop them putting a “sunset clause” on any sugar tax if it doesn’t work.
If he’s bold enough to ignore the ideologues and lobbyists, Cameron could leave a genuine legacy.
