London Assembly member Caroline Pidgeon echoed Mr Kearney's calls for penalties to be applied to bus companies on the basis of their safety figures.
“There is something seriously wrong when the penalties facing bus companies are stacked towards tackling lateness when safety should be the very first priority,” she said.
“Bus companies must face stiff penalties if they take any risks with passenger safety.”
Mike Weston, TfL's Director of Buses, said: “The statistics show that the number of fatalities continues to fall year on year, however any injury or fatality involving our buses is one too many.
"That is why we continue to invest in the highest quality bus driver training and a wide range of safety initiatives, including the recent trial of new Intelligent Speed Adaptation technology, to make bus travel even safer.
"We continue to work hard to meet the Mayor's target of reducing the number of people killed or seriously injured (KSIs) on the Capital's roads by 50 per cent by 2020.”
