But the clampdown will have a major affect on the last few weeks of the campaign before the vote on 6 July in Singapore.
One leading official said: "This is going to lead to a rethink of the PR campaigns of the cities in the final months."
Rogge also confirmed that the IOC will hold a vote on the whole of the 28-sport Olympic programme in Singapore.
This means that it is possible for any sport to be dropped from the Games.
Rogge said if the IOC meeting decided to take a sport out of the programme a decision would also be made on adding a new one.
Rugby sevens is among the leading contenders to return to the Games for the first time since 1924. The other four sports which could face a vote are roller-skating, golf, squash and karate.
