McManus and Magnier wanted answers to questions regarding the transparency of business deals and transfers of players following a huge amount of press speculation.
United said there was a need for greater clarity in relation to the appointment of agents in future, particularly in terms of their role and remuneration.
"This has led to the introduction by the board of tighter internal procedures," the statement said.
But it added: "The board has concluded that all the documentation required on the completion of a transfer has been completed in accordance with the Football Association and Premier League rules."
Chairman Roy Gardner added: "This has been a farreaching and thorough review of transfers over the past three years. I am satisfied that we have complied with the regulations but there are things we could do better to protect the club's reputation."
