Asked what punishment Turkey could face, Lee said: "The sanctions are very wideranging, from fines to matches behind closed doors, but we cannot speculate because we have not yet seen the report."
The Football Association was fined a record £70,000 last month after pitch invasions and racist chanting tarnished England's 2-0 home win over Turkey at Sunderland. England were also warned they could be thrown out of the European Championships in Portugal next summer if the fans misbehave again.
The FA has already declined to take tickets for the game in Turkey and travelling fans look certain to be barred from England's next qualifier against Macedonia in September. Paul Barber, the FA's director of marketing and communications, confirmed a decision on tickets for the Macedonia match would be made tomorrow.
"We have to weigh up the positives of the last three games against the risks there would be taking probably less than 1,000 tickets for Macedonia," he said. "It would risk spoiling what has happened during the last three games. We hope to make a decision by Friday.
"We need to take some reports from the people in Macedonia, our own security officers and the police.
"We're in constant touch with UEFA about the situation and the UEFA delegate who was at our match against Slovakia last night will have seen how the fans behaved."
In Istanbul last night, a ring of riot police ensured no fans could reach the playing area, but that did not save the Macedonia players from a shower of coins and bottles.
With the home support agitated by their side's poor start to the game, police were soon required to use their shields to protect the Macedonia players every time they went to take a corner.
