Stalteri, who has agreed a four-year deal, said: "I think it will be a great move for me. The club are on the way up and have great potential. That is a big reason why I decided to come.
"After playing in Germany for so long I fancied a change and my No1 aim was the Premier League. Fulham's Tomasz Radzinski is a good friend of mine and said I would love it.
"I have had a couple of good talks with Martin Jol. He is a spirited individual who wants success and is hungry for it.
"He does not just want talented players, but players with a winning mentality. I can play a few different positions. I am right-footed and have mainly played fullback for my club but for Canada I play in midfield."
Stalteri is still playing for Bremen in the Bundesliga and will not join up with his new team-mates until pre-season training in July.
