Both Hiddink and Trapattoni have been linked with the Spurs' job, but these rumours have circulated almost certainly because of Levy's conversations with them over the European system.
It is understood that Hiddink was with the rest of his squad at a training camp in Turkey during Levy's visit.
A Tottenham spokesperson said: "The chairman visited PSV yesterday to look at the coaching structure of that club and how that could be adapted to English football."
It is believed that Levy has decided against introducing a 'carbon copy' of the continental style model, but wants to select those areas that could be successful within the limitations of the English game.
Meanwhile, Spurs would neither confirm or deny that van Bommel, who has only just returned to full fitness, was a transfer target.
Van Bommel has been sidelined since undergoing groin surgery in late October. The 26-year-old was only recently given the go-ahead to start full training with the first team.
Spurs are also thought to have made a fresh move for Nottingham Forest's Andy Reid and have made a joint £6m bid for the midfielder and his team-mate, centre-back Michael Dawson. Tottenham previously had a £2.5m offer for Reid turned down.
