Meanwhile, drug testers will use a special "007 strategy" at the Athens Olympics where they will keep new testing techniques secret until they have caught cheats, it was revealed today.

The IOC will not announce whether it is using a new test for the designer drug human growth hormone in Athens and will only reveal details when there is a positive test.

In the past Olympic leaders have trumpeted the development of new tests in a bid to persuade athletes who cheat to pull out of the Games. This in turn stopped the Olympics from being marred by an array of positive tests.

But Olympic anti- doping supremo Arne Ljungqvist said: "There is going to be a bit of 007 drug-testing here. We will not be saying when a new test is coming. If there is positive case if means we have done it. " Dick Pound, head of the World Anti-Doping Agency, said the organisation plans to undertake 3,000 to 3,500 doping tests during the Games.

"Whoever is taking doping now, is playing a game of Russian roulette," Pound said. "We are hot on the heels of the doping mafia."

He also criticised the way cycling is tackling the issue.

"That sport deals with the problem in a hypocritical manner.," he said. "The sport of cycling is ill. It is almost pathological how they continue to ignore their problems."
