Tottenham's net debt was down to £9.3m from £17.1m because of a £15m share issue and the transfer fees received when the club sold Steven Carr to Newcastle for £2.2m and Helder Postiga to Porto for £5m in the accounting period.
But they also made nine new signings including Michael Carrick and Pedro Mendes.
Levy said: "We have invested extensively in the playing squad and now have a group of young professionals who need time to work together under the new structure at the training ground so that we can compete at a higher level."
Meanwhile, former Tottenham striker Postiga scored a crucial equaliser as Portugal claimed a 1-1 draw in their top-of-the-table clash with Slovakia in World Cup Group Three.
Miroslav Karhan had put the hosts in front with a penalty but substitute Postiga restored parity just after the hour, meaning the Portuguese remain top of the group on goal difference.
