The conference, attended by leading officials, administrators and coaches from around the world, including England head coach Sir Clive Woodward, heard complaints that too many matches were settled by kicks at goal resulting from technical offences. It was agreed that many such infringements should be penalised by a free-kick. If the proposal were passed, only Law 10 (foul play) would result in a penalty, although that covers a wide range of offences, from punching and kicking to obstruction and time-wasting.
