However, Rebrov claims a Russian club, Kuban, now want to sign him but cannot. He said: "The millions Spurs paid for me are a noose around my neck. The English want to get some of their investment in me back again.
"Their desire to get back this money prevents me from finding a new club. Kuban are not rich enough to buy my transfer out."
He has also said he fears for his future at Fenerbahce because the club already have too many foreign players, according to Turkish rules.
Rebrov added: "If it was up to the Turks, they would reach an agreement for me to go to Russia."
He now hopes that a German club will pay Spurs' asking price.
