It is believed that the Rugby Union are considering an incentive scheme linked to tickets for England games next season. Now that Quins have been able to field a virtually full strength team, they have shown they cannot be counted out.
Newcastle coach Steve Bates said: "Quins and Newcastle can produce a good final because both teams like to move the ball around."
Newcastle's centre pairing of Tom May, 22 next month, and Jamie Noon has been impressive throughout the season and veteran All Black Inga Tuigamala added: "I am having to work very hard to keep up with them.
"But we are all excited to be back at Twickenham - potentially we are a better side than two years ago."
But Quins will recognise that the greatest threat from Newcastle will be their goal kicking England fly-half Jonny Wilkinson, who will now be playing at Twickenham on three successive Saturdays - the Cup final is between two England games.
Quins next go to Perigeux in France in the European Shield on Saturday.
