Many great names from the past are omitted from the list, including 1966 England captain Bobby Moore. This is because Pele picked players still alive today - with the emotional exception of Marc Vivien Foe, the Manchester City and Cameroon player who collapsed and died during a match last year.
He may, however, cause a stir among his countrymen by leaving out his 1970 World Cup winning teammates Rivelino and Jairzinho.
"Pele's list forgets Brazilian stars," exclaimed the sports newspaper Lance.
The list was compiled to mark the 100th anniversary of the foundation of Fifa - the sport's ruling body.
