Parlour believes Arsenal have had a good season despite failing to keep up with champions elect Chelsea.
"The difference this season has been that Chelsea have been extra-special," said Parlour. "They have had no dip in form and they will be able to buy big again in the summer.
"I know that Arsenal won't do that but, to be fair, there is no-one who can match Chelsea's spending power.
"But however hopeless it seems, the thinking at Arsenal is that they never give up, never. And they always finish the season strongly."
