That ruling drew a stern response from HKJC chief executive Winfried Engelbrecht-Bresges.
He said: "This decision threatens the relationship between Hong Kong and Australia.
"The Jockey Club believes the decision will negatively impact on the current level of cooperation between major racing jurisdictions and could undermine the integrity of horse racing internationally. All I can say is that it's a very sad day for racing,"
