Liverpool's future has been in doubt for most of the summer with several parties interested in buying into England's most successful club.
Shinawatra's attempt to buy 30 per cent of the club for £65m collapsed following criticism at home of his use of public money and Morgan announced last month that his second £70m takeover bid had failed.
Thai media tycoon Paiboon Damrongchaitham, who has taken over negotiations from Shinawatra, retains an interest and is hoping to meet club representatives later this month to finalise a deal.
