But German officials now have to meet to decide whether public prosecutors need to get involved in probing the scandal.
Federation chief Gerhard Mayer-Vorfelder, a leading FIFA official, said: "This case has caused great damage to us. Just from the psychological aspect, incredible damage has been done, for the German federation and for the referee's organisation."
Hamburg are considering taking legal action if the corruption is proved, especially since the tie cannot now be replayed.
