ECB chairman David Morgan asked Wilson late last year to do some 'blue sky' thinking about the thorny issue of England travelling to countries which present challenges beyond mere cricket.
The result is a paper - which has been seen by Sportsmail - entitled 'Reviewing overseas cricket tours ... a framework for rational decision-making'.
For the first time there is detailed analysis of the reasons why tours might be cancelled or postponed on non-sporting grounds. The report will be handed to members of the management board at their meeting next week, along with another document addressing more specific questions about Zimbabwe.
While Wilson was keen yesterday not to pre-judge the outcome, there is little doubt that he will be recommending an early withdrawal and that his advice will be followed, assuming Robert Mugabe remains in power in Zimbabwe.
Wilson said:'We are told by the international cricket community that we cannot look at any grounds other than safety and security. I'm saying that no longer holds true, even when governments have left sport to hang out to dry.
'Whatever verdict the ECB come to, it is important that it is seen to have been properly thought through and that there has been no knee-jerk reaction. I'm hoping that this document can come to be seen as a reference point whenever the issue arises.'
