Although unconnected, it also follows last week's controversy over the withdrawal of DVD issued by the Football Association which failed to include any black players in its list of England greats.
The Dutch are set to make their own anti racism statement by wearing a speciallydesigned black-and-white kit instead of their usual orange.
Piara Power, director of Kick It Out, said: "Everyone in the game needs to be vigilant as the recent events in Spain have demonstrated to everyone.
"We have worked with the Football Association for some time and this represents a new level of anti-racism campaigning."
The FA had to get special permission from FIFA to make the gesture as there are rules against political or social messages being displayed on national team's shirts.
Fans will also be involved when they hold up cards displaying an anti-racism message during the national anthem.
