He added: "There were other circumstances, such as Michael Owen not playing 90 minutes regularly for Real Madrid and Sven trying out a new formation.
"I would be amazed if it was a snub. If that is the case it would concern me greatly. I don't believe Sven would bring someone into the squad to appease people.
"He came on ahead of Jermain Defoe. Is it a snub to Jermain Defoe? I think not.
"It's obviously not Andy's strongest position although he's got the quality to play very well. He works the right channel very well and has put some great crosses in this year."
Dowie is in no doubt that Johnson, 24, will have benefited from his time with the England squad during the week and is sure that he will represent his country many times in the future.
He said: "What you are not looking at is the day-to-day involvement. Sven will have seen him in smallsided games.
"The quality of the players around him could only help, he will pick up another two percent just from working with players like Michael Owen.
"Andy will get more caps for England for sure. I would be amazed if he doesn't. He is good enough. I had a chat with him yesterday afternoon and he is obviously in the right company.
"Andy will keep his own counsel. You won't here any mumbling from him about playing right-midfield."
