But another MRI scan of the Saracens flanker's damaged hamstring revealed the injury has not completely healed.
While Woodward rates Hill "90 per cent there" the medical experts are unwilling to risk the flanker making the damage worse in this match.
"It has been 17 days since Hilly injured his hamstring," said the England coach.
"He is not quite there yet but we believe he is going to be fit for the quarter-finals."
Phil Vickery captains an England team containing a fit-again Danny Grewcock, who suffered a broken toe warming up for the opening game with Georgia when Ben Cohen stepped on his foot.
Paul Grayson and Andy Gomarsall are at half-back with Martin Corry at lock, although he doesn't return from the birth of his daughter until Friday.
