He said: "I think he is desperate for another chance. He needed a change and he is exactly the sort of player I like to sign because I feel he is angry and hungry.
"He is only 23 years old and he has hardly played any football.
"He is a box player and I am hoping we can put his career back on track."
Jeffers' signing was Charlton's second in 24 hours after Danny Murphy joined for £2.5m from Liverpool and the midfielder thinks that their transfers show that his new club are on the up.
The 27-year-old preferred Charlton to Spurs, who also offered him a move at the weekend, and was upset that the White Hart Lane club put out a statement claiming "a guaranteed first-team place was a deciding factor in his decision".
Murphy said: "I came to Charlton because I think they are on a level if not overtaking Spurs.
"I did not make any demands. I sat and listened to them. They were nice people and Frank Arnesen and Jacques Santini were honest and gave me the opportunity to play for them.
"I had a conversation with Frank on Monday and he seemed like a lovely fella. I don't know why they came out and said that."
An important factor in Murphy's decision was to work under Curbishley, and his new manager hit back at Spurs's statement.
He said: "I think it was a little bit naive and spiteful. Danny is looking to play regular football and we are going to give him that opportunity."
Murphy was at Liverpool for seven years after starting his career at Crewe and explained that Tottenham's continental management structure and their turnover of managers in recent years put him off.
He said: "I wanted to work with a manager I could have a clear relationship with. That is why I chose Charlton as well as the fact that the club as a whole are on the up.
"Tottenham, even though they are a big club, seem to still be in a transitional period.
"The Tottenham management situation is a little bit unorthodox because they have a technical director and coach. That is not something I am a fan of.
"People might say Tottenham have got better players on paper but I don't believe that. I have played against both clubs over the last few years and I know which the tougher games have been.
"You can have good players but a good team is more important."
