Mourinho believes he has been treated unfairly and may consider withdrawing co-operation from the FA over matters such as welcoming England staff to the Chelsea training ground.
Mourinho was angry about the performance of referee Neale Barry during the Carling Cup semi-final in January and said on Chelsea TV: "In the second half it was whistle and whistle, fault and fault, cheat and cheat."
Arsene Wenger was fined £15,000 this season for using the word cheat about Ruud van Nistelrooy.
The fallout from Chelsea's win over Barcelona continued today when Giovanni van Bronckhorst accused Chelsea of lacking dignity in victory and claimed the club's backroom staff deliberately provoked Barcelona players at the end of Tuesday's Champions League clash. As the ill-feeling between the two clubs continued to fester, Van Bronckhorst accused Chelsea staff of abusing his team-mates and repeating allegations that racist comments were directed at Samuel Eto'o by one of the Stamford Bridge stewards.
UEFA have launched an investigation-into the scuffling that broke out in the tunnel and police from the community safety unit based at Hammersmith and Fulham are looking into the racism allegations, although Barcelona have not lodged an official complaint.
Van Bronckhorst said: "We lost a very important football match against Chelsea, but we accept that sometimes in football the better side doesn't win. What we couldn't understand was the reaction of the Chelsea staff.
"At the final whistle, members of the Chelsea staff banged on the windows of the Barcelona bench and shouted at the Barca contingent.
"They were obviously trying to provoke us and I just don't think it is how you should behave. You have to be man enough to accept defeat. But you also have to be man enough to win with dignity."
Chelsea have effectively accused Eto'o of lying by clearing the steward in question, but Van Bronckhorst is adamant that his team-mate was racially abused.
The former Arsenal defender said: "I walked on to the locker room and behind me I could hear people shouting at each other. Someone had made a racial comment and you can understand why we were unhappy."
