The Kenyan, the 5,000 metres champion at the 1988 Seoul Olympics, claimed he did not understand he could be tested at home or work.
In February 1993 he refused to give a sample to testers so the International Association of Athletics Federations slapped the same ban on him as for a positive test for steroids.
The IAAF reduced the suspension in 1995 but the sport's governing body was clearly keen to show athletes that they could not refuse to be tested.
Generally athletes who refuse or fail a test are suspended from the sport pending their disciplinary hearing. The onus of proof is on the athlete to prove the reasons behind the failure or the refusal, rather than the tribunal, unlike a court of law.
