"For the BBC in particular, the licence fee puts them under an obligation to ensure high standards are maintained. With the growth of new channels, the challenge for broadcasters is to provide good-quality new programming to fill them."
Professor Curran, of Goldsmiths College, London, said: "The increasing number of channels is leading to market-driven programming, which takes the form of anything that's cheap that has reasonable ratings.
"Two things are happening - costcutting, and increasing reliance on formulaic programmes producing predictable audiences.
"But the whole point of public service broadcasting is precisely to generate-innovation - investment in drama, creativity in programmes that inform."
He added: "For us to be going along the same stony path as the United States, Spain and Italy is deeply depressing.
"Let us hope that the new regime at the BBC will renew and restore depth in journalism and creativity in drama, and that regulator Ofcom protects the public-service tradition in commercial television, because - without a return to public-service broadcasting values the institutions of public-service - broadcasting will be vulnerable to attack."
