BBC director-general Mark Thompson said last month that switching the whole nation to digital by 2010 would be a 'stretch'. To make the switchover, 95 per cent of homes must have digital receivers. But a recent survey showed 13 per cent of families do not intend to take digital TV.

In a written statement to MPs, Ms Jowell said broadcasters had not agreed on a date but the BBC suggested 2012.

However, some areas could be switched off as early as 2007 as regions became testing grounds for digital TV.

Two villages in South Wales - Ferryside and Llansteffan - are set to take part in a trial which should see their analogue signals turned off next year.

Ms Jowell said: 'We believe a switchover should be broadcasterled but that the final decision on timetable should balance these benefits against the need to ensure that the interests of the most vulnerable consumers are protected.'

The Government is working with retailers and manufacturers to ensure viewers are informed about the process.

From September, new TVs and recording equipment which cannot receive digital TV will carry a logo to warn buyers.
