Industry experts advise drawing curtains at dusk to keep more heat in and not covering radiators with furniture or curtains as this reduces their efficiency.
Turning down heating by just 1.8f (1c) could save up to 10 per cent on fuel bills.
Dr Rob Tinch, who led the research into 1,800 householders by the University of East Anglia and Powergen, said: 'If 64f (18c) is the average, then there are households which are warmer than this.
'Some may be too warm. We need to consider the health and environmental arguments, and decide where we should draw the line.'
Powergen also warned that domestic warming is contributing towards the warming of the planet.
Research suggests that the Earth has heated up by around 2.5f (1.4c) during the last 500 years, with about half of this occurring in the 20th century.
