"There is no reason why they should not. I think it is something the licence fee payer has every right to expect."
Ms Jowell has so far avoided passing judgment on the issue, insisting: "It is categorically not for me to set BBC salaries."
But the admission now from within the Government that the BBC has a duty to publish the wage details will place added pressure on the corporation as it enters a sticky stage in its bid for extra licence fee cash.
A BBC spokeswoman said: "We don't comment on presenters' salaries."
