Stewart’s committee points up a much bigger problem in government attitudes to defence, security and foreign policy. A senior officer summed it up neatly to me recently: “Most of what they want is just gestures, which they pass off as policy.” Cuts in defence spending were inevitable when the coalition came to power in 2010, given the state of public finances. But the way the cuts have been carried out has left defence and the forces in a parlous state in terms of morale and capability.
