In the Last Give It A Go scheme, the council signed up 725 people to free gym memberships, but at the end of the four months, only 160 people were still using them.
Taxpayers’ Alliance chief executive Jonathan Isaby said: “Local residents will be asking if this can possibly be good use of their hard-earned cash, particularly as similar schemes seem to have achieved very little.
“Personal responsibility is key to losing weight and authorities mustn't lose sight of that.
“Squandering taxpayers' money on schemes which don't deliver results means less is available for essential services like adult social care.”
In Worcestershire 3,765 people claim unemployment benefits, but one in four of those have been claiming for more than a year.
