Heathrow chiefs have been criticised for not cutting back the schedule last Friday when snow was forecast.
But Mr Matthews stressed this had been a “consensus decision” taken in consultation with airlines, air traffic controllers and the Met Office.
Transport minister Simon Burns has demanded that Heathrow order a full investigation into the chaos caused by snow and poor visibility that caused misery for thousands of passengers.
Gatwick bosses have called for Heathrow to operate a reduced schedule during the winter, with flights diverted to the Sussex and other London airports, to avoid a repeat of the disruption which it argued is damaging the capital’s reputation.
