Opposition has been centred on two sites where the noisiest shafts will be built, at Carnwath Road near Wandsworth Bridge and Chambers Wharf near Tower Bridge.
Residents fear “eight years of misery” caused by noise, vibration, dust and debris from giant boring machines working around-the-clock.
Barney Holbeche, 64, secretary of the Save Your Riverside campaign said: “It is a disaster for London and it brings the planning procedures into disrepute.”
Ana Williams, 37, who works in public relations, said: “It is crazy considering the amount of work that has gone into proving there are alternative options.
“The biggest fear is it would cause years of misery for residents.
“If you have a young family with a baby it is hard enough to get sleep. If you have work going on 24 hours a day then you have no chance. We will have to fight this.”
Hammersmith & Fulham council have threatened legal action claiming inadequate consultation on the project.
Ann Rosenberg, 73, chairwoman of the Carnwath Road Coalition, said: “There will be a tunnel the height of three London buses and a boring machine that cannot be stopped, which will work 24 hours a day, seven days a week, for years.
