“There has been a clear advance in black and Asian representation across London since the early Nineties,” the report noted, but added that there is significant representational disparity borough to borough.
“The same is true of gender representation, with overall figures hiding the fact that Asian men are over-represented while black men are the least represented category,” it said.
The least representative borough for black Londoners is Enfield and the most over-represented was Brent.
Merton is the least representative for Asian councillors and Hounslow the most representative.
The report added that white councillors are over-represented in London by 15 per cent.
Despite a Chinese population of 1.7 per cent, Chinese councillors are almost entirely absent from council chambers, according to the report.
