The report says Michael Howard's pledges to raise the stamp duty threshold, increase pensions, discount council tax for pensioners and cancel the revaluation of homes for council tax mean everybody wins. By contrast, under Labour, the IFS believes married pensioners would end up ?3 a week worse off. Single pensioners would get ?2.03 a week less. Benefits for the elderly would be cancelled out by plans to slash the winter fuel allowance from ?200 to ?100.
