Tories in deadlock over Howard's vote plan

Michael Howard's plan to reshape the Tory leadership rules is in growing doubt today.

Tory MPs and party officials were heading for an impasse over the shake-up in crucial talks this afternoon-The deadlock loomed as five rival proposals for election systems were floating around Westminster.

The likelihood is that none will succeed in commanding a majority. The move comes amid claims from rivals that supporters of leadership contender-David Davis have fuelled the confusion in a bid to sabotage the reforms.

Some allies of the shadow home secretary think Mr Howard's proposals were designed to nobble his chances of becoming leader.
