New attack on Speaker

The Speaker of the Commons, Michael Martin, was under fresh fire today over charges that he is attempting to cripple the appointed watchdog on the conduct of MPs.

There was outrage - but only from a minority of MPs - at reports that the new Standards Commissioner, who takes over next year, will be barred by contract from talking to the media. Mr Martin was also locked in continuing battle with the outgoing Commissioner, Elizabeth Filkin.

The Speaker last night decreed that Mrs Filkin had failed to substantiate claims of a "whispering campaign" against her involving named civil servants and ministers.

Mr Martin had demanded a letter from Mrs Filkin to substantiate her charges. Last night, after receiving the letter, he declared: "No Members or civil servants are named in the letter. Mr Speaker has therefore written again to Mrs Filkin, once more asking her to substantiate these allegations."
