Homes and Property | Home PageFines for skips that block roadsDavid Williams @djrwilliams|Motoring Editor|Evening Standard13 April 2012Skips and scaffolding that block vital London roads could be hit with a new "congestion charge".Councils will be able to levy fees where roadside obstacles create delays under a planned new law.Other measures include harsher fines for utility firms which cause unnecessary chaos when digging up roads and new powers for local authorities to appoint "road czars" to co-ordinate and veto roadworks.The RAC Foundation - which welcomes the legislation due to come into effect next year - says the measures are vital to curb road congestion."Skips and scaffolding badly placed at the roadside are a daily problem in London," said Jonathan Simpson, of the Foundation.He added: "A charge for congestion caused by skips and scaffolding wou ld make a hug e difference."MORE ABOUTLocal AuthoritiesLocal Politics
