EU boost for Blair

The Prime Minister's referendum campaign in favour of the EU constitution received an unexpected boost today when the United States gave its blessing to the new treaty.

David Johnson, acting US ambassador to London, said the constitution would not affect Britain's transatlantic relationship, adding: "I have had a lot of experience working with the EU. It has been my experience that's been a very positive thing. It has allowed us to work together in a more effective way."

But Mr Johnson, speaking on BBC radio, criticised the EU for failing to consult the US on foreign policy. In an apparent attack on President Jacques Chirac of France, who opposed the Iraq war, he said: "What's important is the EU ... encourage not just the United States, but other international partners, to consult with it before, during and after decisions are made."

His comments will be welcomed by Tony Blair, battling to convince voters to support the treaty. Earlier the Prime Minister suffered a setback when Derek Simpson, general secretary of the million-strong Amicus union, said he could not rely on members' backing in a referendum.

Unions are angry Britain amended the treaty so the Charter of Fundamental Rights would not affect its business-friendly labour laws. "It will be difficult to persuade members to vote for ... a businessman's Europe, not a working man's Europe," said Mr Simpson.

Meanwhile one of the architects of the constitution, former Belgian prime minister Jean-Luc Dehaene, appeared to undermine Mr Blair's claims it will not lead to a superstate. Speaking in Brussels, he said it was "a step along the road" to a more political Europe."

A Mori opinion poll today found support for the UK Independence Party up from four per cent to nine per cent over the last month.
