Debts cut university applicants

The number of sixth-formers in England and Wales applying to go to university has dropped, calling into question the Government's plans to expand higher education.

By contrast, the number in Scotland, where upfront tuition fees have been abolished, has continued to rise.

The figures reflect the deterrent effect of student debt and increase pressure on ministers struggling to rethink policy on student support.

Tony Blair ordered a review of student loans and tuition fees after graduates' debts - they now leave university owing upwards of £10,000 - was raised repeatedly on the doorstep at the last election.

The review is due in autumn. The Government has pledged that half of all young people will be in higher education by 2010.

Today's figures, from the Universities and Colleges Admissions Service, show the number of under-21s applying for university places this autumn is down 0.4 per cent in England and 0.1 per cent in Wales over last year. In Scotland, the figure is up 2.8 per cent.
