The elections on 2 May cover the 32 London boroughs together with more than a hundred city, town and shire councils. The ICM survey in The Guardian found 54 per cent of voters aware that elections are about to take place in their area. Of those who know elections are on the way, 46 per cent say they are "certain to vote". The combination of "don't know" and "don't care", the pollsters predict, will mean that turnout will be no more than 25 or 26 per cent.
