Boroughs bottom in business

London's councils are bottom of the league when it comes to promoting business and enterprise, a study has revealed.

The report, commissioned by the Local Government Association, found a staggering level of apathy towards economic development.

Only five of London's 32 boroughs have a strategy for promoting " the knowledge economy" - a buzz-word for the hi-tech and science industries. Outside the capital a significant number of local authorities are already "on the road" to implementation.
