The lack of a proper plan B for this summer’s exams is a cause of immense frustration for teachers, parents and young people. It’s not as if Covid is a surprise at this point. Ministers understandably wanted to keep schools open and exams running, but their refusal to accept the possibility that it might not be possible has left the sector in a state of unnecessary confusion. It would be unfair to say no thought had gone into how exams might be replaced this summer, but officials at the Department and Ofqual, the exams regulator, were not allowed to work with schools, universities and assessment experts to stress-test ideas and come up with an agreed plan that was ready to go if needed.
