Johnson is right to ask, if Scotland, why not the North-East or Cornwall, and certainly why not 8.5 million Londoners. The citizens of New York can fix their income tax. So can the citizens of Stockholm. If Scotland is now to be free to raise taxes to spend more on health, police or public transport, why not London? If it is to be free to lower them as an incentive, why not London? Wales has been free to restructure its council tax since 2005. Why is London not allowed to regrade this ludicrously unfair tax, when the Candy brothers will pay the same on seven Chester Gates houses merged into one as is paid on a simple terraced house?
