But at some stage, probably within the life of this parliament, there will be another global downturn, and we don’t want to go into that with a structural deficit of 5% of GDP (and a total deficit of 10% of GDP) as we had in 2010. You cannot plan for a massive recession such as the last one, and I don’t think that will happen for all sorts of reasons. But you can and should plan for a couple of years of dismal growth.
